Part-time (peak hour) shoulder travel lanes could be created on the entire metropolitan freeway system, without need for new rights-of-way. The new shoulder lanes could be priced, with free-service for 3-person carpools. This would encourage use of pooling options with Transportation Network Companies. Further incentives for pooling could be provided by reserving the right lane at busy intersection for HOVs and priced vehicles during rush hours. A public-private partnership could provide the investments needed to make the system changes, with revenue from congestion charges paying back the investors.

Patrick - along those same lines, the never dealt with - but having significant impact on citizens lifestyle and quality of life - is the issue of weekend "commuting." In many urban areas, the weekend traffic is as bad or worse than weekday commuting because every car is used to transport the family members to various events or appointments. Even those that share a ride during the week become SOVers on the weekend. While transit is not well designed to address some of these trips, there could be a creative discussion around how mobile technology and on demand ridesharing could help positively impact this growing challenge.
